In 1952-1953, Sis. Mary E. Howe, Grand Worthy Matron of Burns No. 31 Maysville, recommended and it was adopted, that Cecelia Dunlap Grand Chapter established a Scholarship Fund for High School Graduates and give monetary awards.  It was also decided the first disbursements would not be made until 1955 when the fund had at least reached One Thousand Dollars ($1000.00). This amount was to come from the interest on the Savings Account and a yearly tax of fifty cents from each Eastern Star member.  The Scholarship tax has increased over the years from the fifty cents to the present Two Dollars.  The Scholarship Fund receives a yearly donation from the Copeland Chambers of Diamonds and Prince Hall Grand Lodge.

Proceedings show the following persons served on the Scholarship Committee in the beginning years: Sis. Mary E. Howe, Sis. Mary B. Jones, Sis. Burnetta Finley, Sis. Julia Parrish Colerane and Sis. E.E. Whiteside.  These members served on the committee until the 1968-1969 year.

From 1968-1969 the Scholarship Committee was composed of a Chairman and Secretary.  At the 2009 Grand Communication it was voted to expand the Scholarship Committee to consist of a Chairman, Secretary and district representatives.

In the beginning of the Scholarship there were seven Districts.  In 1991, the Jurisdiction was realigned to place Chapters in the same District as their Lodges and in doing so, there are now 5 Districts.
